Why Citizenship Matters If You Are Already a PR

Singapore PR status comes with plenty of benefits. But citizenship goes further.

As a citizen, you gain access to privileges such as:

  • Full employment flexibility without needing additional passes or approvals.
  • Greater housing and education subsidies.
  • Priority for public school placements for your children.
  • The possibility of obtaining a Singapore passport, consistently ranked as one of the most powerful in the world.

If these align with your long-term goals, applying for citizenship is the natural next step.

Know if You Are Eligible Before You Apply

To begin your application journey, you must first qualify. According to the Immigration & Checkpoints Authority (ICA), here are the main categories of individuals eligible to apply for Singapore citizenship:

  • Singapore Permanent Residents (PRs) who have held PR status for at least 2 years, and are employed in Singapore.
  • Spouses who have been married to a Singapore citizen for a minimum of 2 years.
  • Children born abroad to Singaporean citizens.
  • Aged parents of Singapore citizens.
  • PR students who have resided in Singapore for over 3 years and have studied here for at least 1 year.

Note: Fulfilling these requirements does not guarantee approval. The ICA also assesses each applicant’s economic contributions, education, integration into society, and length of stay.

For the most updated information on who can apply and what is required, visit the official ICA website.

Documents You Must Prepare First

Submitting incomplete or incorrect documentation can delay or derail your application. Here is what you need:

  • Valid Singapore PR card (NRIC)
  • Passport bio-data page
  • Birth certificate
  • Educational certificates and transcripts
  • Employment letter and latest payslips
  • Income tax returns (Notice of Assessment for the last 3 years)
  • Marriage certificate (if applicable)
  • Children’s birth certificates (if applying as a family)
  • Supporting documents showing community involvement, if any

All documents must be in English or submitted with a certified translation.

How the Application Process Works

Here is how to apply for Singapore citizenship, step by step:

Step 1: Submit Online via ICA’s e-Service

All applications are submitted through the ICA’s online e-Service portal. You must log in with your Singpass.

Step 2: Complete the Application Form (Form 4)

Provide accurate and up-to-date information. Double-check all entries, especially employment and income details.

Step 3: Upload All Supporting Documents

Upload clear, scanned copies of all necessary documents. Avoid large file sizes and unreadable scans.

Step 4: Pay the Processing Fee

A non-refundable fee of S$100 is payable at the time of submission.

Step 5: Wait for ICA’s Review

Processing typically takes 6 to 12 months, though some cases may take longer. ICA may request additional documents or interviews during this time.

Step 6: Receive Approval in Principle (AIP)

If successful, you will receive an AIP letter. This is not the final approval yet.

Step 7: Renounce Your Foreign Citizenship

Singapore does not allow dual citizenship. You must renounce your previous citizenship before being granted Singaporean citizenship.

Step 8: Complete the Citizenship Formalities

This includes the Singapore Citizenship Journey (SCJ) which is a compulsory online programme and community sharing session.

Step 9: Attend the Oath-Taking Ceremony

Once all conditions are met, you will be required to take the Oath of Renunciation, Allegiance and Loyalty at ICA. After that, you will officially become a Singapore Citizen.

What Could Cause Your Application to Be Rejected

Even if you meet all the eligibility criteria, your application can still be rejected. Common reasons include:

  • Short duration of PR status or residence in Singapore
  • Insufficient economic contribution
  • Inconsistent tax history
  • Lack of community involvement or integration
  • Incomplete or inaccurate documentation

If your Singapore citizenship application is rejected, you may apply again after 6 months. We recommend addressing any gaps or weaknesses before reapplying.
