Key Requirements for Obtaining a Singapore S Pass Visa

Singapore is one of the most attractive destinations in Asia for skilled foreign workers, thanks to its stable economy, strategic location, and business-friendly environment. If you are a mid-skilled worker looking to work in Singapore, the S Pass is one of the main types of work visas available.

The S Pass allows employers in Singapore to hire foreign nationals for jobs requiring specialised skills, typically in sectors such as engineering, healthcare, logistics, manufacturing, and IT. This guide outlines the key eligibility requirements, application process, quota limitations, and other important details for obtaining a Singapore S Pass.

What is the S Pass?

The S Pass is a type of employment pass designed for mid-level skilled workers. It is issued by Singapore’s Ministry of Manpower (MOM) and valid for up to two years, with the option to renew for as long as the individual remains eligible.

Unlike the Employment Pass (EP), which targets professionals and executives, the S Pass is suitable for technicians, supervisors, skilled workers, and certain diploma holders.

Who is Eligible?

To qualify for an S Pass, a candidate must meet specific requirements related to salary, education, and work experience.

1. Minimum Monthly Salary

As of 2024 and continuing into 2025, the minimum qualifying salary is:

  • SGD 3,150 for new applications (for candidates in general sectors)
  • Higher thresholds (SGD 3,650 and above) apply for candidates in the financial services sector

Older and more experienced applicants must command higher salaries to qualify, with the qualifying salary increasing progressively with age.

2. Recognised Qualifications

Applicants should hold a degree, diploma, or technical certification, typically obtained after at least one year of full-time study. Foreign qualifications are evaluated based on accreditation and whether they are comparable to Singapore’s standards.

If necessary, MOM may request verification of the certificate from a recognised global screening agency.

3. Relevant Work Experience

Applicants are more likely to be approved if they have several years of relevant experience in the role being offered. MOM will assess the job scope against the applicant’s background to ensure alignment.

Employer and Quota Requirements

An S Pass application must be submitted by the employer in Singapore or an appointed employment agency. The employer is responsible for meeting several criteria.

1. Foreign Worker Quota

S Pass holders are subject to foreign workforce quotas, known as the Dependency Ratio Ceiling (DRC):

  • Manufacturing, services, and other sectors: Employers can employ S Pass holders up to 10% to 15% of their total workforce, depending on the industry.

This means companies cannot hire unlimited S Pass holders and must balance them with a sufficient number of local employees.

2. Fair Consideration Framework (FCF)

Before applying for an S Pass, employers must advertise the position for at least 14 days on MyCareersFuture.sg to ensure that Singaporeans are given fair consideration. This requirement may be waived for small firms or high-skill roles.

3. Medical Insurance

Employers must provide medical insurance for all S Pass holders.

How to Apply

The application process is fully digital and is done via MOM’s Work Permit Online (WPOL) or myMOM Portal.

Steps include:

  1. Submit the application: Attach supporting documents (passport, educational certificates, employment contract).
  2. Pay the application fee: SGD 105 (as of 2025).
  3. Wait for processing: Most applications are processed within 10 working days, although some may take longer if additional checks are required.
  4. Receive In-Principle Approval (IPA): If approved, the candidate can enter Singapore and undergo medical exams if needed.


Get the S Pass issued: Once in Singapore, the employer must complete formalities (fingerprinting, photo, etc.).

Duration and Renewal

The S Pass is initially issued for up to 2 years, and can be renewed as long as both employer and employee continue to meet the criteria.

Renewal applications can be submitted up to 6 months before expiry, and it’s advisable to apply early to avoid last-minute issues.

Bringing Family Members

S Pass holders earning at least SGD 6,000 per month can apply for Dependent Passes for:

  • Spouse (legally married)
  • Children (under 21 years of age)

Additional family members such as parents are not eligible under the S Pass scheme.
