Essential Documents for Your Singapore PR Application Checklist

Before applying for Singapore PR, please check your eligibility beforehand to avoid any complications. Here is a clear checklist to help you gather everything you need before you apply:

Personal
  1. Passport-sized photos
  2. Passport/travel document
  3. Birth certificate
  4. Adoption papers
  5. Marriage certificate (only for marriages not registered in Singapore)
  6. Separation deed
  7. Deed poll or religious certificate for change of name
Family
  1. Divorce certificates, including certificate of Making Interim Judgment Final
  2. Death certificate of spouse/children from previous marriage(s) (only for deaths not registered in Singapore)
  3. Letter of consent from ex-spouse (for minor applicants under joint custody)
  4. Custody papers for children from previous marriage(s)
Education
  1. Educational certificates and transcripts

For Aged Parent Applications Only

Who Can Apply for Singapore PR Status?

Before fulfilling your Singapore PR application checklist, you must first qualify for PR status:

Family Ties (Spouse, Children, or Aged Parents of Singapore Citizens or PRs)

To be eligible, you must belong to one of the following categories.

  1. Spouse of a Singapore Citizen or PR
  2. Elderly parents of Singapore Citizens
  3. Unmarried children under 21
    • Must be legally adopted or born within a recognised marriage

While some family members may be residing in Singapore on a Long-Term Visit Pass (LTVP), it is important to note that holding an LTVP is not a requirement to apply for PR. If you have strong family ties to Singapore and meet ICA’s criteria, you can apply for PR directly.

Employment Pass (EP) & S Pass Holders

If you are working in Singapore on an EP or S Pass, you can apply for PR after meeting the required period of employment. 

1. Employment Pass (EP)

Here is how to be eligible for EP:

  • Increase your salary 
    • EP applicants must earn at least SGD 5,600 if they are fresh graduates. 
    • For the financial sector, fresh graduates need to earn at least SGD 6,200.
  • Qualify for COMPASS framework
    • COMPASS is a points-based system that evaluates candidates based on salary, qualifications, workforce diversity, local employment contributions, and industry alignment.
    • To qualify, applicants must meet the minimum salary requirement and score at least 40 points under COMPASS. Those who fall short may need to enhance their credentials or target roles in essential industries.

2. S Pass

Here are some ways to obtain S Pass:

  • Meet the minimum salary criteria
    • S Pass applicants must earn at least SGD 3,300 per month, or SGD 3,800 if you work in financial services. 
    • If your current salary is below this, consider negotiating a raise or seeking a higher-paying role.
  • Obtain the necessary qualifications 
    • A diploma or degree from a recognized institution is often required. 
    • If your qualifications do not meet the standard, consider upgrading them through certifications, courses, or additional training.
  • Check the employer’s quota for S Pass holders
    • Singapore enforces a quota system on how many S Pass holders a company can employ. 
    • Employers must also pay a foreign worker levy of SGD 550–650 per month per S Pass holder.
    • If an employer has reached their limit, they may not be able to sponsor additional S Pass holders.

1. Global Investment Programme (GIP)

To be considered for the Global Investor Programme (GIP):

  • You must be an established business owner, a next-generation business leader, a founder of a fast-growing company, or a family office principal.
  • Applicants must demonstrate a strong entrepreneurial track record and invest in either a new or existing business in Singapore, or in a GIP-approved fund. 
  • The approved-business sector should align with Singapore’s economic priorities and show potential for significant growth, job creation, and innovation.

Students

If you are studying in Singapore and have passed at least one national exam, such as the PSLE or GCE N/O/A Levels, or are enrolled in the Integrated Programme (IP), you may apply for PR. 

1. Student Pass

To apply for PR as a foreign student, you must hold a valid Student’s Pass for pursuing full-time studies in Singapore, unless you are a valid holder of certain passes such as:

  • Dependant’s Pass
  • Long-Term Visit Pass
  • Immigration Exemption Order
  • Short-Term Visit Pass (only for courses completed within the pass validity or 30 days, whichever is shorter)

Student Pass is not granted for:

  • Short-term courses with multiple modules
