1. Who Can Apply for Singapore PR?

According to the Singapore Immigration & Checkpoints Authority (ICA), these groups may apply for Singapore PR through ICA’s e‑Service:

  • Spouses of Singapore Citizens (SCs) or Singapore Permanent Residents (PRs)
  • Unmarried children under 21 of Singapore Citizens or Permanent Residents
  • Aged parents of Singapore Citizens
  • Holders of Employment or S Passes (under PTS)
  • Students who have passed at least one national exam and have stayed in Singapore for a set period of time
  • Foreign investors under the Global Investor Programme

 
Applications must be submitted online using SingPass. However, younger students under 15 must apply through different methods.

2. Assessment Factors

ICA assesses PR applications holistically, looking at:

  • Family ties to Singapore
  • Economic contributions to Singapore (salary, employment stability, qualifications)
  • Length of residency
  • Age and family profile
  • Social integration

Applicants under the PTS must hold a valid employment or S pass and typically have at least six months’ work history. Family-sponsored applicants, like spouses or children, do not need passes but must demonstrate genuine relationships and stability.

3. Economic and Professional Credentials

Economic standing plays a strong role. ICA prefers applicants with higher salaries, stable employment and valuable skills. Around 43% of approved applicants earn at least SGD 4,000 per month, reflecting ICA’s emphasis on financial stability.

Educational qualifications are also pivotal. Holding strong educational qualifications increases your chances of success, as the majority of approved candidates hold at least a diploma or degree. Foreign qualifications must be verifiable and should be translated if needed.

4. Family Ties, Marriage Duration and Children

For applicants under the Family Ties Scheme, key factors include:

  • A legally recognised marriage (common-law relationships are not accepted)
  • A marriage that is at least one to two years in duration is desirable
  • Having dependent children strengthens the application


These indicators show a sincere and long-term relationship with the nation, and demonstrate the commitment to remain in Singapore.

5. Residency, Social Integration and Age

Length of stay in Singapore matters significantly. ICA generally prefers applicants who have lived and worked here for at least a year. Social integration is also taken into account, whether through community involvement, volunteer work or local connections.

Therefore, it is highly recommended that you take part in volunteering programs and community involvement projects where possible. While there’s no fixed age limit, applicants under 50 typically have a greater chance of approval for their PR status, although strong profiles can be considered at any age.

6. Document Requirements

Applicants must submit a range of documents via e‑PR, including:

  • A completed e‑PR declaration form and a digital photograph
  • A valid passport (with a minimum of six months’ validity)
  • An employment pass or student pass (with employment details)
  • Educational certificates and transcripts
  • Pay slips for six months and income tax assessments
  • CPF contribution statements
  • Marriage and birth certificates (for spouse and children)
  • Additional business documents for self‑employed individuals


All non‑English documents must be officially translated and certified before submission.

7. Processing Times and Subsequent Steps

Be patient after the submission of your application, as PR applications typically take 4 to 6 months, and sometimes even longer, depending on their complexity and volume. When your application is approved, you will receive an approval letter. Subsequently, you will be invited to complete formalities at the ICA to officially become a Singapore Permanent Resident.
